CHAPTER I
INTRODUCTION
WATER DISTRICT is known to be the water supplier of the town. They supplies water in certain location in San Isidro. They have type of category that consumer will follow the residential, commercial and industrial. The residential cost is much lower in commercial. The commercial is lower than the industrial. The higher rate is the industrial.
The staff of WASSER DISTRICT none other than Mrs. Isabelita J. Ramos the manager, Mrs. Andrea G. Fiesta the operation’s head, Ms. Arlene Dela Cruz the computer analysis and the rest of the member.
WASSER is a German word “water”. The manager said that they have an agreement in municipal of San Isidro that they operate in 15 yrs.
EXISTING SYSTEM
The existing system is the system used by the WASSER DISTRICT in handling its billing system for the consumer. In traditional way they used pens and papers in manual procedure. By computing the bills of the consumers record and file. Unlike the in automated or computerized, only they do is type the information that the computer need. The rest computer will do.
STATEMENT OF THE PROBLEM
The primary concern of the system is. Design it to become easier in preparing the monthly bills of the consumer of WASSER DISTRICT.
The following question are some pattern to construct the system.
1. What are the advantages and disadvantages of the system?
2. What is the significance of the system?
3. Who are the beneficiates?
4. If this system helps our economy?
5. What the system do in making the billings of the consumer?
THE PROPOSED SYSTEM
The proposed system was design and developed using the application of Visual Basic version 6.0 for windows. It records the information about the consumers. Unlike in manual procedure that you need to chat down the information in the papers or bond papers.
The system also use for backup files. By using storage medium such as floppy disk, compact disk, flash drive and other kind of storages.
OBJECTIVE OF THE PROPOSED SYSTEM
To know in how it made the bills. Filing and recording the consumer. And know the consumer, how the process of he bills.
The objectives followed by the researchers were:
1. To have records of the consumers of the company.
2. To compute the cost of the consumers.
3. To know if the consumers are paid in his/her monthly bill.
HYPOTHESIS
If the computerized water billing system of the WASSER DISTRICT could be implemented. Here are the speculation as a research will we expect and its advantages.
The work of the company will be easy and fast.
It will be more accurate and the records will not lost.
Lessen the time of work of the staff.

Of all the various use of the computer, that comes in our mind mostly is the bills. This is probably due the fact that our cost of bills in water. Database – set of several permanent files integrated into a single file which is available for many different uses.
Computation – set of variables that will compute the total.
Security – to secure the subject and to make it safe.
Software – it refers to programs that direct the activities of the computer system.
Users – also called knoware or peopleware represents the personnel involved in systems analysis programming, computer operation, system maintenance and many more.

Setup menu
In Setup menu, the user can store all data about routes, water or electricity rates, standing charges, subsidies.
He can also enter all data about the water district which use the billing software and store some discount and layout parameters.
Consumer menu
In this menu, the user can store all data about consumers, billing addresses, meters…
He can produce consumer reports ordered by name, by route and by city. He can also produce labels containing consumers addresses, billing addresses in order to paste bills adresses on envelopes. He can also enter opening balance for each account .
Readings menu
The user is able to print routes reports with all meters/readings inside. When meters are read, he can then input all readings for each consumer.
It is possible to calculate bills before producing them. The user can select one particular consumer and produce his bill. He can produce all bills which are linked to one route or bill all the consumers. He can also issue credit notes.
Payments
The user can issue a report about payments and have the balance for all payments. He can also input payments.

When payments are entered, the user can then run another billing cycle.
History
All bills are stored in a history file. The user can reproduce each bill at anytime and he can have detailed view of each account.
